Editorial: Solano residents should set boundaries for county supervisors

Good for the Solano County Taxpayers Association, which voted unanimously last week to lead an effort to put citizens in charge of drawing boundaries for Solano County supervisorial districts.

It's too late for this go-round, of course, but it could take a decade to change the state law that puts decisions about those borders in the hands of supervisors themselves.

The Elections Code spells out the need for supervisorial districts to be reviewed after the federal Census is taken every 10 years. As with all redistricting matters, the goal is for each district to encompass approximately the same number of residents.

State law does allow supervisors to appoint a residents' committee "to study the matter of changing the boundaries of the supervisorial districts," but its recommendations are "advisory only."

In Solano County, no such committee was formed this year. Instead, the board appointed a technical committee composed of county staff and a consultant. That group came back with three options, which were put out for public review before the board was asked for its input.

The "preferred option" that supervisors settled on in a 3-2 vote last week, and which will be the subject of a public hearing this week, bears little resemblance to the maps the public was shown. What will never be known is whether the changes were driven by politics or practicality.

For example, there have been claims that Dixon is being moved out of District 5 (now represented by Mike Reagan) and placed into District 4 (John Vasquez) in an attempt to prevent a potential candidate from that community from opposing Mr. Reagan at next year's election. Yet, the suggestion to move that boundary came during a public meeting at which a Fairfield resident complained about his city being split among four supervisorial districts. By picking up Dixon residents, District 4 can drop its slice of Fairfield.

Or, look at the proposed boundaries between Districts 2 and 3. Are they being drawn as a way of smoothing out population numbers, or to make sure that the "right" district includes the address of a potential candidate who is purportedly being groomed for office?

One would like to believe that local officials are simply doing their best to draw equitable lines. But a proposal submitted to the board last week was a good reminder that politics is always part of this process. The suggested map would have ousted Supervisor Linda Seifert from District 2.

You have a right to feel safe in the work environment without being harassed by a colleague. You need to talk to your supervisor both to obtain support and to determine the best way to handle this situation. (It sounds like your supervisor may already be aware of this problem, to some extent.) Someone in authority (perhaps the supervisor, someone from human resources, or both) needs to tell this guy clearly that he is making you uncomfortable and such behavior is unacceptable in the workplace.

If he approaches you, be firm and direct but remain calm. Tell him that he is disrupting your work and making you feel uncomfortable, and that you want your relationship to remain professional and work-related only. Try to avoid any situations where the two of you are alone. Document and report his behavior if it continues. Of course, do not initiate unnecessary conversation or accept any gifts from him.

This posts reminds me of a situation I was in about 18 years ago. I actually hired the nutcase! I was running an accounting dept. and hired a young man who seemed perfect for the job and he was personable too. After he was there a short time he started to get in my physical space, like come up behind me unannounced and take a book off my overhead bin while I was on the phone, etc. He also crossed boundaries with some work related projects. I was pregnant at the time and as I remember he did some inappropriate things while I was out at doct appts. I ended up having to fire him. He was totally nuts. Wish I could remember the details clearer but he scared me and while I was firing him we had another male employee standing by in case he got violent. We also changed the locks, which was no small expense as this company took up an entire floor of the Sears Tower and had many doors. So, my advice is to get HR and your supervisor involved and to document everything. You need an advocate!
